Shanghai Rural Commercial Bank Co., Ltd., hereafter referred to as "SHRCB", was established on August 25, 2005. It is a state-owned corporate bank headquartered in Shanghai, and the first provincial-level commercial bank from the joint-stock reform of rural credit cooperatives in China.

The origins of rural credit cooperatives in post-liberation Shanghai can be traced back to the establishment of the Zhenru District Credit Cooperative in the winter of 1949.

In June, the Shanghai Branch of the People's Bank of China initially established a credit department within the original Hongqiao Supply and Marketing Cooperative. Subsequently, in October of the same year, three credit mutual aid groups were piloted in the Heping Village and Xuemu Village of Longhua Township, and the Taiping Village of Zhenru Township. This initiative gradually expanded from isolated cases to a wider scale. In October 1954, the first rural credit cooperative in the suburbs, Guan'nan Township Rural Credit Cooperative, was established in the original Dachang District.

By then, the scope of rural credit organizations in Shanghai had largely taken shape. In December 1958, rural credit cooperatives became credit departments of communes. In December 1962, rural credit cooperatives separated from people's communes and resumed independent operations. At the end of 1969, rural credit cooperatives began to be managed by the "Committee for the Management of Poor and Lower-Middle Peasants." In 1977, rural credit cooperatives and the People's Bank of China started sharing offices.

The management of rural credit cooperatives' business would be taken over by county-level cooperative unions. The People's Bank of China would directly undertake the financial supervision and management of rural credit cooperatives.
